Citizen Comments - According to Lubbock City Council Rules, any citizen wishing to appear in-person before a regular meeting of the City Council, regarding any matter posted on the City Council Agenda below, shall complete the sign-up form provided at the meeting, no later than 5:00 p.m. on February 8, 2022. Citizen Comments is an opportunity for citizens to make comments and express a position on agenda items. Any comment received that is in the nature of asking a question will be referred to an appropriate member of the City staff for a response.

Budget Ordinance Amendment 2nd Reading - Finance: Consider Budget Ordinance No. 2022-O0012, Amendment 11, amending the FY 2021-22 Budget for municipal purposes respecting the Grant Fund to accept and appropriate funding from the U.S. Department of Treasury for Emergency Rental Assistance and the Texas Department of Housing and Community Affairs (TDHCA) for the FY 2021 Comprehensive Energy Assistance Program (CEAP) and American Rescue Plan Act Grant providing for filing; and providing for a savings clause.

Resolution - Community Development: Consider a resolution authorizing the Mayor to execute Community Development Funding Contract 16386, and all related documents, with the Texas Department of Housing and Community Affairs (TDHCA), for the Comprehensive Energy Assistance Program (CEAP) and American Rescue Plan Act (ARP Act).
2. Resolution - Community Development: Consider a resolution authorizing the Mayor to execute Community Development Funding Contract 16381, and all related documents, with Lutheran Social Services of the South. Inc. (LSSS), to provide utility assistance to qualified low-income persons and families through the Comprehensive Energy Assistance Program (CEAP) and American Rescue Plan Act (ARP Act) administered by the Texas Department of Housing and Community Affairs (TDHCA).
6. Resolution - Engineering: Consider a resolution authorizing the Mayor to execute Contract 16162, with Landmark Structures I, L.P., for construction of the 87th Street and 3rd Street 2.0 Million Gallon Elevated Storage Tanks.

Resolution - Police: Consider a resolution authorizing the Mayor to execute a Memorandum of Understanding (MOU) between the United States Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), and the City of Lubbock, on behalf of the Lubbock Police Department, establishing and defining a partnership between the parties regarding the ATF National Integrated Ballistic Information Network (NIBIN) system.
