Citizen Comments - According to Lubbock City Council Rules, any citizen wishing to appear in-person before a regular meeting of the City Council, regarding any matter posted on the City Council Agenda below, shall complete the sign-up form provided at the meeting, no later than 2:00 p.m. on January 10, 2023. Citizen Comments provide an opportunity for citizens to make comments and express a position on agenda items.

5. Consent Agenda - Items considered to be routine are enacted by one motion without separate discussion. If the City Council desires to discuss an item, the item is removed from the Consent Agenda and considered separately.

1. Board Appointments - City Secretary: Consider appointments to the American Windmill Museum, Inc. Board of Directors, Animal Services Advisory Board, Central Business District Tax Increment Financing (TIF) Reinvestment Zone Board of Directors, Community Development & Services Board, Cultural Arts Grants Review Standing Sub-Committee, Health/Educational Facilities Development Corporation, Housing Finance Corporation, Libraries Board, Lubbock Business Park Tax Increment Financing (TIF) Reinvestment Zone Board of Directors, North Overton Tax Increment Finance District Board of Directors, Permit and License Appeal Board, Planning & Zoning Commission, Urban Design/Historic Preservation Commission, Urban Renewal / Neighborhood Redevelopment Commission, and the Zoning Board of Adjustment.

Ordinance 2nd Reading - Planning (District 1): Consider Ordinance No. 2022-O0176, for Zone Case 804-C, a request of Keller Williams Realtor for Kenneth Charles Ewings, for a zone change from Single-Family District (R-1) to Two Family District (R-2) at 1411 and 1501 East Kent Street, located north of East Kent Street and west of North Martin Luther King Jr. Boulevard, on 8.45 acres of unplatted land out of Block A, Section 10.
4. Ordinance 2nd Reading - Planning (District 5): Consider Ordinance No. 2022-O0186, for Zone Case 1977-H, a request of Seventeen Services, LLC for 7202 Slide LTD, for a zone change from Apartment-Medical District (AM) and Restricted Local Retail District (C-2A) to Local Retail District (C-2), at 7202 Slide Road, located north of 73rd Street and west of Slide Road, South Acres Addition, Tract A.
5. Resolution - Information Technology: Consider a resolution authorizing the Mayor to execute Agreement 17015, with Sciens Consulting, LLC, for project management services related to the Public Safety Computer Aided Dispatch (CAD) and Records Management System (RMS) replacement project, for Police and Lubbock Fire Rescue.
6. Resolution - Lubbock Power & Light: Consider a resolution adopting the Amended Electric Rate/Tariff Schedule of Lubbock Power & Light, the City of Lubbock's municipally owned electric utility, applicable to all rate classes, effective February 1, 2023.
7. Ordinance 2nd Reading - Planning (District 4): Consider Ordinance No. 2022-O0187, for Zone Case 3347-A, a request of Tortoise and Hare Land Co. for Windows by Chad, LLC, for a zone change from Transition (T) to Commercial District (C-4) Specific Use for self-storage at 3203 through 3231 118th Street, located south of 118th Street and east of Indiana Avenue, Four Fields Business Park Addition, Tracts A through O.
