MR. ATKINSON. MY NAME IS GREGORY W RUSH, AND I'M THE INTERIM POLICE CHIEF, AND I'M HERE TODAY.

I SEE YOUR PASSING OUT THE ANNUAL REPORTS, AND THIS IS THAT TIME OF YEAR TO GIVE YOU AN UPDATE ON OUR POLICE DEPARTMENT, BOTH IN THE PAST YEAR.

EXCUSE ME. THE PAST YEAR, AS WELL AS CURRENTLY.

FIRST OF ALL, AS YOU SEE HERE IS OUR STAFFING.

AND WE HAVE 451 AUTHORIZED SWORN POSITIONS AND 128 CIVILIAN POSITIONS.

YOU SEE THE NUMBERS BELOW THE 451 AUTHORIZED ON THE LAW ENFORCEMENT SIDE.

AND IF YOU COUNT THOSE NUMBERS, THERE'S 57 VACANCIES BENEATH THAT, NOT VACANCIES, BUT PEOPLE THAT ARE NOT WORKING THAT ARE IN OTHER STATUS.

ACTUALLY, TODAY IT'S 27 VACANCIES AND EIGHT IN TRAINING STATUS.

BUT MONDAY WE START WITH 19.

SO, I FLIP FLOP THOSE JUST FOR YOU FOR THE FUTURE.

AND WHEN YOU HAVE 57 OPENINGS SUCH AS THAT CAUSES STAFFING ISSUES FOR THE POLICE DEPARTMENT.

SO, WHAT WE'VE DONE, RECOGNIZING THAT THE LIFEBLOOD OF ANY ORGANIZATION IS THE RETENTION AND THE RECRUITING, WE HAD OUR ACADEMY STAFF COME OUT.

WHO DOES THE RECRUITING FOR US RESPONSIBLE FOR THAT? AND THEY WE HAD OUR STAFF COME AS WELL, AND WE ALL THREW STUFF UP ON THE BOARD AND CAME UP AFTER A COUPLE DAYS OR SO OF A COMPREHENSIVE RECRUITMENT PLAN FOR THE FUTURE, FOR US TO MAKE SURE THAT WE'RE DOING EVERYTHING WE CAN TO RECRUIT THE BEST PEOPLE NEXT.

WE ALSO CREATED A LATERAL TRANSFER PROGRAM, WHICH JUST WENT TO CIVIL SERVICE ON THE 17TH A COUPLE A FEW DAYS AGO, AND I BELIEVE THURSDAY THEY'RE GOING TO HAVE THE SECOND READING AND IT WILL BECOME OFFICIAL.

SO, IN OUR NEXT TEST COMING UP ON MAY 4TH, WE'RE GOING TO BE ABLE TO USE THAT.

AND WHAT THAT DOES IS IT TAKES OFFICERS THAT ARE ALREADY WORKING AT OTHER CITIES SUCCESSFUL OFFICERS.

THEY CAN THEN COME TO LUBBOCK AND NOT TAKE A HIT ON THEIR YEARS OF SERVICE.

WITH PAY. THEY CAN THEN STEP UP INTO THE APPROPRIATE LEVEL WITHIN OUR PAY ORGANIZATION.

THEY WON'T GET, THEY WON'T GET SENIORITY OR ANYTHING ELSE, BUT THEY WILL GET THAT PAY.

WE'VE ALREADY HEARD A LOT OF REALLY POSITIVE COMMENTS FROM OTHER DEPARTMENTS AND OFFICERS OF MAYBE THINKING OF COMING TO LUBBOCK, SO WE'RE EXCITED ABOUT THAT.

WE ALSO ARE LOOKING AT A TWO-TESTING CITY AT THE SAME TIME, AND UNDER CIVIL SERVICE YOU CAN HAVE MORE THAN ONE TEST.

THEY JUST GOT TO BE AT EXACTLY THE SAME TIME.

THEY HAVE TO MERGE THE LIST TOGETHER.

AND WE WERE LOOKING POSSIBLY AT LIKE EL PASO AND HERE, NOT FOR THIS NEXT COMING TEST 54 BECAUSE SPEAKING WITH HR, THEY GOT TO GET THEIR DUCKS IN A ROW A LOT WITH THAT AND GET THE STAFFING AND GET THE MACHINES AND THINGS TO BE ABLE TO DO THAT.

WE'RE LOOKING FOR THAT IN THE FUTURE AS WELL, TO GET MORE PEOPLE IN TO CONSIDER.

WE ALSO HAD OUR FIRST WOMEN IN LAW ENFORCEMENT ABOUT A WEEK AGO OR SO.

ACTUALLY, IT WAS 321.

AND WHAT THAT IS, IS A PROGRAM TO TRY TO BRING MORE WOMEN INTO THE POLICE DEPARTMENT.

MANY MIGHT HAVE THOUGHT THAT IT'S A MALE DOMINATED, THAT MALE DOMINATED AREA, BUT IT'S REALLY NOT.

WE REALLY NEED MORE REPRESENTATION FROM FEMALES.

AND SO, WE HAVE THAT. WE HAD IT IN MY PAST DEPARTMENT AND WORKED VERY WELL.

AND OUR FIRST ONE WE HAD HERE, WE HAD 30 PEOPLE, I BELIEVE, FROM THE COMMUNITY POSSIBLY LOOKING FOR JOBS, AND WE THINK WE'RE GOING TO BE ABLE TO DO SOME GOOD WITH THAT IN THE FUTURE. ONE THING THOUGH, AND I THINK IS THE MOST IMPORTANT, IS WORD OF MOUTH.

WHEN YOU KNOW SOMEBODY AND THEY TELL YOU ABOUT A GOOD JOB, THEN IT MEANS MORE TO YOU.

AND WE'RE ASKING EVERYONE, ALL OF OUR CITIZENS TO BE OUR RECRUITERS BECAUSE WE'RE IN THIS TOGETHER TO KEEP A SAFE COMMUNITY.

AND SO, IF THEY KNOW SOMEONE THAT MAKE A GOOD POLICE OFFICER OR ANY OTHER POSITION YOU SEE ON THE RIGHT SIDE OF THAT SLIDE, THEN PLEASE LET THEM KNOW.

AND OF COURSE, OUR OWN OFFICERS AND OUR OWN EMPLOYEES AS WELL TO BE THOSE RECRUITERS.

THIS IS A REALLY IMPORTANT SLIDE.

THIS IS OUR MISSION STATEMENT AND PERFORMANCE MEASURES.

THIS IS SOMETHING NEW THAT WE'VE DONE.

EVERYBODY HAS A MISSION STATEMENT.

GENERALLY, ANY BUSINESS GOVERNMENT BUSINESS PRIVATE BUSINESS.

BUT ONLY THE BEST REALLY KNOWS WHAT THAT MISSION IS.

AND THEY LIVE BY IT. AND YOU HAVE TO KNOW IT TO LIVE BY IT.

YOU CAN'T HAVE SOMETHING HANGING ON THE WALL.

BUT OUR MISSION STATEMENT, WHEN YOU THINK ABOUT IT PEOPLE PAY TAXES TO GET SERVICES FROM OUR CITY THAT ENHANCES THEIR QUALITY OF LIFE. AND OUR JOB IS SAFETY.

IT'S NOT PARKS AND RECREATION OR STREETS OR ANYTHING ELSE.

IT'S SAFETY. AND THAT UNDERPINS EVERYTHING.

ALL THOSE OTHER SERVICES THAT ARE PROVIDED CAN'T BE GREAT SERVICES WITHOUT BEING SAFE.

SO, WE HAVE REALLY A FOUNDATIONAL JOB, I THINK, AND WE WANT TO PROVIDE OUTSTANDING POLICE SERVICES, AS IT SAYS IN THE FIRST PART, IN PARTNERSHIP WITH THE COMMUNITY.

THE COMMUNITY IS ESSENTIAL BECAUSE WE HAVE 451 AT OUR BEST DAY.

AS YOU KNOW. NOW WE HAVE 357, 397 BECAUSE OF SHORTAGES RIGHT NOW, NOT WORKING, BUT THE CITIZENS 265,000 OR SOMETHING LIKE THAT. WE GET THOSE BEING OUR EYES AND EARS OUT THERE.

THAT'S WHAT MAKES US A BETTER CITY, A SAFER CITY.

SO, THIS IS OUR MISSION STATEMENT.

THIS IS WHAT WE'RE TRYING TO ACCOMPLISH AS A DEPARTMENT.

THIS IS WHAT BINDS US TOGETHER, TIES US TOGETHER.

AND THEN WE WANT TO MEASURE TO SEE WHETHER OR NOT WE'RE ACTUALLY ACHIEVING THAT.

AND WE HAVE CRIME RATE, TRAFFIC SAFETY, TIMELY SERVICE AND QUALITY SERVICE AS OUR PERFORMANCE MEASURES.

WHEN YOU LOOK AT SAFEST CITIES, YOU LOOK AT THE PLACES TO LIVE PEOPLE THAT DO THOSE ARTICLES, YOU KNOW, PUBLIC SAFETY COMES IN VERY IMPORTANT IN ALL OF THOSE CONSIDERATIONS. AND CRIME RATE IS SOMETHING THAT THEY USE TO LOOK AT TO COMPARE CITIES.

AND I'LL GO INTO THAT MORE IN A LITTLE BIT.

EXPLAIN THAT MORE TRAFFIC SAFETY.

OF COURSE. THE NUMBER ONE WAY TO GET KILLED IN THE CITY OR GET INJURED IS NOT BY CRIME, IT'S BY A CRASH.

SO, TRAFFIC SAFETY IS A VITAL ROLE OF OURS, TOO.

AND IT'S EVERYBODY'S, A TRAFFIC OFFICER, IS WHAT I SAY.

THAT'S WHY WE HAVE, YOU KNOW, RADAR GUNS AND ALL THE SQUAD CARS.

EVERYBODY'S JOB IS TO DO TRAFFIC AND TO CHANGE DRIVER BEHAVIOR.

TICKETS ARE NOT A MEASURE OF SUCCESS.

IT'S CHANGING DRIVER BEHAVIOR AND REDUCING THOSE CRASHES AND RESULTING INJURIES AND DEATH.

TIMELY SERVICE. WE KNOW THAT EVERYBODY TIME IS THE MOST PRECIOUS THING WE HAVE.

ASK A GUY LIKE ME THAT'S OLDER.

IT'S REALLY PRECIOUS, AND WE WANT TO MAKE SURE THAT WE PROVIDE TIMELY SERVICE IN EVERY WAY.

BUT TO QUANTITATIVELY MEASURE THAT, YOU HAVE TO HAVE A WAY TO DO THAT.

SO, WE USE RESPONSE TIME, AND WE'LL TALK MORE ABOUT THAT IN A MINUTE.

AND LASTLY IS QUALITY OF SERVICE THE QUALITATIVE MEASURE.

AND WE'RE GOING TO DO THAT IN THE FUTURE THROUGH CITIZEN SURVEYS TO SEE WHAT THEY THINK OF CRIME, WHETHER IT'S INCREASING, DECREASING, ET CETERA.

WE'LL TALK MORE ABOUT THAT IN A MINUTE, TOO.

I'M GOING TO COVER THOSE FOUR THINGS RIGHT NOW IN THAT ORDER.

SO, THE FIRST THING WE DO IS WE LOOK AT CRIME RATE AND YOU'RE GOING, YOU SEE SEVEN CRIMES THERE ON THE LEFT HOMICIDE, RAPE, ROBBERY, AGGRAVATED ASSAULT, LARCENY, BURGLARY, AUTO THEFT. THOSE ARE TERMS COINED BY THE FBI FROM UNIFORM CRIME REPORTS.

WE DON'T DO THAT. THAT'S NOT OUR STATUTES.

AS THE MAYOR KNOWS.

YOU KNOW, WE HAVE SEXUAL ASSAULT.

THEY HAVE RAPE HERE. AS AN ATTORNEY, HE KNOWS THAT.

SO, IF YOU ASK US, HOW MANY RAPES DO WE HAVE AND THEN HOW MANY SEXUAL ASSAULTS? WE HAVE TWO DIFFERENT NUMBERS.

RAPE IS A SMALLER AMOUNT OF, BE A SMALLER NUMBER OF RAPES COMPARED TO THE LARGER AMOUNT.

IT'S MORE INCLUSIVE FOR SEXUAL ASSAULT FOR OUR STATUTE.

BUT THIS IS WHAT WE USE BECAUSE THE COUNTRY USES THESE.

EVERYBODY HAS TO REPORT ALL THEIR CRIME INTO THOSE DEFINITIONS OF THOSE CRIMES TO THE FBI, AND THEN THEY BREAK THOSE DOWN PER THOUSAND POPULATION.

SO, YOU CAN COMPARE SMALLER CITIES TO LARGER CITIES.

YOU CAN DO LUBBOCK TO NEW YORK CITY IF YOU WANTED, AND SEE HOW WE FARE, AND WHAT PERCENTAGE OF THOUSANDS OF PEOPLE ARE GOING TO BE HAVING THESE TYPES OF CRIMES OCCUR TO THAT POPULATION.

SO, FOR AND THEN OF COURSE, BELOW YOU SEE THESE ARE CALLED MAJOR CRIMES AS WELL AS PART ONE CRIMES.

AND THE VIOLENT CRIMES AND PROPERTY CRIMES ARE TWO DIFFERENT HOMICIDE, RAPE, ROBBERY, AGGRAVATED ASSAULT, VIOLENT CRIMES, BURGLARY, LARCENY AND MOTOR VEHICLE THEFT ARE PROPERTY CRIMES.

FOR ALL CRIMES WERE DOWN 23% LAST YEAR.

VIOLENT CRIMES ARE DOWN 20% AND PROPERTY CRIMES ARE DOWN 24%.

AND WHEN I CAME HERE, I HEARD SOMEBODY SAY SOMETHING ABOUT DOUBLE COUNTING STATISTICS OR SOMETHING FOR CRIME.

UCR'S BEEN AROUND SINCE 1921, 1989.

SOMETHING CALLED NIBERS CAME IN BECAUSE THAT HAD BEEN THERE FOR 60 YEARS, AND IT DOESN'T GET ENOUGH INFORMATION TO REALLY FIGHT CRIME.

LIKE FOR A BURGLARY, YOU HAVE TO ENTER A RESIDENCE OR PROPERTY WITH AN INTENT TO COMMIT THEFT OR FELONY WITHIN.

THEY COULD BE BREAKING IN TO COMMIT A RAPE.

THEY CAN BE BREAKING IN TO KILL SOMEONE.

THEY CAN BE BREAKING IN FOR A LOT OF DIFFERENT REASONS.

YOU WOULDN'T KNOW THAT WITH UCR, BUT THEY HAVE TO REPORT ALL THE CRIMES THAT ARE INVOLVED IN A PARTICULAR INCIDENT FOR NIBERS.

SO THAT'S WHY THEY DID THAT.

SO, YOU'LL UNDERSTAND CRIME BETTER.

BUT WHENEVER YOU COMPARE CRIME, IT GOES FROM THE UCR IS USED FOR COMPARISON.

YOU DON'T USE YOU CAN'T USE NIBERS FOR COMPARISON.

AND ACTUALLY ALSO 99% OF TEXAS IS USING NIBERS.

SO, IF YOU EVER HEAR THERE'S LIKE A DIFFERENCE, THERE'S REALLY NOT.

THE FBI DID STUDIES BACK THEN AND THERE WAS LIKE A 1 OR 2% DIFFERENCE POTENTIAL BY THE TERMS. AND HOW THEY UPDATED THINGS LIKE THEY, THE UCR HAD RAPES WERE AGAINST WOMEN AND THE OTHER HAS MEN AND WOMEN, WHICH IS A LARGE NUMBER, BUT IT WILL MAKE A SLIGHT DIFFERENCE.

BUT EVERYBODY'S IN NIBERS.

SO, IF YOU EVER HEAR THAT THIS IS THE NUMBERS THAT EVERYBODY GOES BY AND YOU CAN COUNT ON THESE NUMBERS, THE ONLY THING THAT MATTERS IS HOW THEY'RE REPORTED AND HOW THEY'RE CLASSIFIED BY US.

AND IN THE FIRST QUARTER OF THIS YEAR, YOU SEE THAT WE'RE STILL DOWN ON PROPERTY CRIMES, 23%, VIOLENT CRIMES DOWN 7%.

MAJOR CRIMES TOTALED DOWN 20%.

THIS IS JUST AN EXAMPLE OF ONE OF OUR AREA'S SPECIAL OPERATIONS AND CRIME SUPPRESSION, AND THE GOOD WORK THAT THEY'VE DONE IN THE PAST YEAR TO WORK ON CRIME.

OBVIOUSLY, EVERYONE IN THE DEPARTMENT IS DOING THIS.

I JUST WANTED TO, I DIDN'T WANT THIS TO LAST ALL DAY, SO I WANTED TO CUT IT DOWN.

BUT THIS IS VERY IMPRESSIVE OF WHAT THEY'VE DONE.

THE CRIME, CRIME, SUPPRESSION AND NARCOTICS ARE ON THE LEFT.

THOSE STATS. AND ON THE RIGHT IS THE TEXAS ANTI-GANG CENTER.

TOTALS FOR CRIMES THAT THEY'VE SOLVED, THE ARRESTS THEY'VE MADE, GUNS THEY'VE RECOVERED, AND ALL THOSE TYPES OF THINGS.

SO, THEY'RE DOING SOME GOOD WORK OUT THERE.

BUT THE TAG UNIT AND THE OTHER UNITS TO WHAT THEY DO IS THEY TRY NOT ONLY RESPOND TO CRIMES, BUT THEY TRY TO BE IN THE PLACES WHERE THEY THINK AND THEY'RE GOING TO OCCUR USING INTELLIGENCE TO TRY TO PREVENT THOSE CRIMES AND MAYBE ENFORCE OTHER LAWS BEFORE IT GETS INTO A SHOOTING OR SOMETHING MORE SERIOUS.

AND ALSO, WHENEVER YOU DO HAVE A CRIME, EVEN IF IT'S AFTER THE FACT, YOU'VE GOT TO SOLVE THAT AND FIND THOSE PEOPLE QUICKLY.

IF YOU WAIT, THEY'RE GOING TO CONTINUE TO VIOLATE THE LAW AND COMMIT FUTURE CRIMES.

SO, TIMELINESS IS VERY IMPORTANT.

THE SECOND PERFORMANCE MEASURE IS TRAFFIC SAFETY.

AND AGAIN, THIS IS CHANGING DRIVER BEHAVIOR.

OUR CRASHES WERE DOWN LAST YEAR 9%, INJURY CRASHES 2%, AND FATALITIES WERE UP FROM 34 TO 35 3%.

THE AVERAGE PERSONS FOR 2023 SEVEN PERSONS WERE HURT IN A CRASH EVERY DAY AND THREE PERSONS WERE KILLED EVERY MONTH.

THOSE ARE STAGGERING, BUT THIS IS WHAT IT IS.

ACROSS THE COUNTRY, PEOPLE GOT TO REALIZE HOW WE HAVE TO REALLY PRACTICE GOOD DRIVER SAFETY AND THINK ABOUT THAT EACH AND EVERY DAY WHEN WE DRIVE.

AND IF YOU SEE SOMETHING, CALL US AND LET US KNOW.

THE FIRST QUARTER ON CRASHES.

WE SEE THOSE THINGS CONTINUALLY TO GO DOWN, CRASHES DOWN 18%, CRASHES WITH INJURIES DOWN 9%.

AND FATALITIES ARE UP AGAIN BY ONE IN THIS PAST YEAR.

I'M SORRY IN THIS PAST QUARTER, THIS YEAR, FIRST QUARTER.

HERE WE SEE SOME OF THE ACTIVITY THAT WE'VE TRAFFIC EFFORTS WE'VE MADE THROUGHOUT THE DEPARTMENT.

EVERY PERSON, AS I SAID EARLIER, IS A TRAFFIC OFFICER.

THEY ALL HAVE RADARS IN THEIR CARS, AND THEY'RE EXPECTED TO WORK ON THIS VITAL, VITAL SAFETY ISSUE FOR US AS TRAFFIC.

YOU SEE HOW MUCH TRAFFIC STOPS 32% CITATIONS ARE UP, 8% 3% FOR VIOLATIONS ISSUED, 50% FOR WARNINGS AND 10% ON DWI.

SO ONCE AGAIN, WE'RE TRYING TO CHANGE THE DRIVER BEHAVIOR.

AND THERE'S A LOT OF WAYS TO DO IT THROUGH EDUCATION, THROUGH ENFORCEMENT, THROUGH WARNINGS, WHATEVER IT MIGHT TAKE.

AND THE OFFICERS HAVE TO MAKE THOSE DECISIONS WHEN THEY'RE OUT THERE.

WHAT'S GOING TO WORK TO DO THAT? THE THIRD PERFORMANCE MEASURE IS TIMELY SERVICE.

AND HERE YOU SEE THAT WE HAVE THAT WE THAT WE ARE DOWN IN 22-23 AND TOTAL RESPONSE TIME.

LOOK AT THE TOP AND THE BOTTOM OF THE TOP THERE.

THAT SAYS SIX MINUTES FOR 2023 DOWN ONE SECOND IN RESPONSE.

WE HAVE A VERY LARGE COMMUNITY.

WE HAVE 142MI².

I CAME FROM A CITY HALF OF THAT WITH MORE POPULATION, AND THAT'S A LOT OF DRIVING TO DO.

AND SO, THIS IS REALLY HARD TO GET DOWN BECAUSE PART OF THAT IS THAT DRIVING TIME.

AND I KNOW WE'VE ARRANGED, REARRANGED A COUPLE BEATS AND DID SOME THINGS TO TRY TO REDUCE THAT, BUT WE'RE ALWAYS LOOKING TO REDUCE RESPONSE TIME.

THAT'S VERY IMPORTANT, PARTICULARLY FOR PRIORITY 1 OR 2 CALLS.

THERE'RE FOUR PRIORITY CALLS.

WE RESPOND ON PRIORITY ONE WITHOUT GOING THROUGH THIS HUGE LIST.

IT'S THINGS WHERE A RAPID RESPONSE MAKES A DIFFERENCE.

THERE'S A REAL REASON TO BE THERE VERY QUICKLY.

SOMEBODY'S READY TO SHOOT SOMEBODY.

THAT WOULD BE A PRIORITY ONE.

PRIORITY TWO IS JUST THE STEP BELOW THAT.

AND THREE AND FOUR ARE NOT NECESSARILY IN PROGRESS OR RAPID RESPONSE MAKES A DIFFERENCE TAKING REPORTS AND THINGS.

BUT THAT'S IMPORTANT, TOO.

ANYTIME YOU HAVE YOUR WORST DAY AND YOU'RE BURGLARIZED, YOU'RE HURT, OR YOU HAVE SOME INJURY, THEY DON'T CALL THE POLICE ON A GOOD DAY.

THEY CALL US WHEN THEY HAVE THEIR WORST DAY, AND WE HAVE TO BE THERE IN A REASONABLE AMOUNT OF TIME.

WE'VE REALLY WORKED HARD ON THAT IN THE LAST SEVERAL MONTHS, AND WE'VE DONE A GOOD JOB.

OF THE YEAR. UNDER SEAN'S GUIDANCE, THE DEPARTMENT LUBBOCK FIRE RESCUE THAT SERVES ALL OF US HERE IN LUBBOCK ACHIEVE THE ISO ONE RATING. THE SIMPLE WAY TO DESCRIBE THAT THIS FIRE DEPARTMENT IS NOW IN THE TOP 1% OF ALL DEPARTMENTS IN THE ENTIRE UNITED STATES.

NOT ONLY HAS THAT BEEN DONE, WE HAVE RECENTLY BEEN RERATED, SO THAT IS NOT A ONE AND DONE.

AND IT WAS POINTED OUT TO ME, AND I'M NOT SURE THAT I'VE SEEN THIS ELSEWHERE.

THIS DEPARTMENT SCORED HIGHER ON THE RI RATE THAN THEY DID ON THE INITIAL RATE FOR EACH AND EVERY ONE OF US AND ALL OF THOSE IN THE COMMUNITY.

THAT IS A LEVEL OF SERVICE THAT CANNOT BE BEAT.

WE HAVE 19 OPERATING FIRE STATIONS.

NUMBER 20 WILL OPEN EARLY NEXT YEAR.

SEAN HAS LED A GROUP OF 429 SWORN FIREFIGHTERS, 34 CIVILIANS.

WE'VE HAD MANY OTHER SIGNIFICANT IMPROVEMENTS OVER THE LAST FEW YEARS FOR OUR FIREFIGHTER SAFETY AND OUR TRAINING, AND WHEN WE DO THAT, THE BENEFIT IS THEN TO EACH OF US WHOM THEY PROTECT.

THESE INCLUDE NOT LIMITED TO CANCER PREVENTION PROGRAMS. DRAMATICALLY ENHANCED MEDICAL TRAINING AND MEDICAL EQUIPMENT.

THE ADDITION OF A NEW MODULAR MULTI STORY TRAINING PROP AT OUR TRAINING GROUNDS.

NEW RESCUE BOAT.

TREMENDOUS FOCUS ON MENTAL HEALTH.

CRITICAL INCIDENT STRESS MANAGEMENT.

AND ONE, I THINK, WE SHOULD REALLY BRAG ABOUT A CONVERSION TO A NEW FULL, WHAT WE CALL IN-HOUSE TRAINING FOR OUR RECRUITS.

IT IS SET NEW AND HIGHER STANDARDS AND THROUGHOUT ALL THE GOOD TIMES AND THE HARD TIMES, THE DEPARTMENT HAS PERFORMED IN THE MOST DEDICATED AND DIGNIFIED MANNER POSSIBLE. SEAN, YOU AND YOUR WORK HAS TRULY MADE LUBBOCK A BETTER AND A SAFER PLACE.

I WOULD SAY THAT FIREFIGHTERS SHARE IN THAT BENEFIT.

SO, THE FIRST BIG CHANGE ON THE INDUSTRIAL TAX ABATEMENT GUIDELINES IS TO CHANGE THE INVESTMENT AND JOB CRITERIA. FIRST, YOU'RE GOING TO NOTICE THAT THE RED LINE LANGUAGE IS THE SAME, EXACTLY THE SAME BETWEEN BOTH NEW AND EXISTING COMPANIES HERE IN LUBBOCK.

SO, WE'RE LEVELING THE PLAYING FIELD AND MAKING EVERYTHING, EVERYTHING THE SAME.

WE HAVE INCREASED THE MINIMUM INVESTMENT TO $10 MILLION.

WE HAVE TAKEN AWAY THE DISTINCTION BETWEEN REAL PROPERTY AND PERSONAL PROPERTY BECAUSE QUITE FRANKLY, THAT DIDN'T MATTER AS FAR AS THE INVESTMENT WAS CONCERNED.

ONLY TWO OF THEM HAVE BEEN TEN-YEAR, 100% DECLINING.

MONSANTO WAS THE LARGEST DEAL THAT LUBBOCK HAD EVER DONE.

SO THAT'S WHY THEY WENT AHEAD AND DID THAT ONE UNTIL LEPRINO CAME IN.
