Budget Ordinance Amendment 1st Reading - Consider Budget Amendment 23 amending the FY 2012-13 budget for municipal purposes respecting the operating budget for Market Lubbock, Inc. (MLI) - Lubbock Convention and Visitors Bureau (Visit Lubbock) and MLI - Lubbock Sports Authority.
Ordinance 1st Reading - Public Works: An ordinance amending chapter 22 (utilities) of the Code of Ordinances of the City of Lubbock, Texas, by adding section 22.03.091(h) of the Code of Ordinance of the City of Lubbock that provides for a specific wholesale water volume rate multiplier for Lubbock Reese Redevelopment Authority; providing for publication; providing a savings clause; and providing an effective date.
Ordinance 2nd Reading - Planning: Zone Case 3047-F. Ordinance 2013-O0046. Consider a request of Hugo Reed and Associates, Inc. (for Stellar Development Company) for a zoning change from CB-3 Specific Use to C-3 on 16.714 acres of unplatted land out of Block E-2, Section 23 (south of 114th Street and west of Quaker Avenue).
Resolution - Health Services: Consider a resolution authorizing and directing the Mayor to enter into contract 11323 with StarCare Specialty Health System to utilize funds from the 1115 Transformation Waiver Program to allow StarCare to open a new indigent adult dental clinic in Lubbock.
Resolution - Lubbock Power and Light: Consider an order and resolution amending the current rate and tariff structure of Lubbock Power & Light, the City of Lubbock's municipally owned electric utility, as originally passed via Resolution No. 2007-R0227 (as amended) applicable to all rate classes except Rate 16U, to be effective June 1, 2013 or at such other time deemed appropriate by the City Council.
Resolution - Council members Floyd Price and Victor Hernandez: Consider a resolution replacing the Low-to-Moderate Income Neighborhood Infrastructure Program, by establishing the North and East Lubbock Neighborhood and Infrastructure Program Fund and providing the source of funding from all City mineral interests that were previously included in General Fund revenues.
Resolution - Council members Todd Klein and Latrelle Joy: Consider a resolution authorizing the creation of the Oil & Gas Citizen Advisory Committee to study various methods of exploration, development, and production of oil and gas in the City, and make recommendations to the City Council for any necessary amendments to the current ordinance. 6. 3. 1. Board Appointments - City Secretary: Consider nine appointments to the Oil and Gas Citizen Advisory Committee.
Resolution - Council members Todd Klein and Floyd Price: Consider a resolution to authorize the Mayor to establish a City of Lubbock-Lubbock County Enforcement Facilities Task Force of five members to be appointed to study the matters set forth herein, including the potential for shared services and office space, and a jail or holding facility for the use in processing arrestees in the downtown area of the City, in addition to other related matters as it deems appropriate.

Councilman Victor Hernandez: Discussion concerning the formation of a bond committee with regard to the number of members, timeline for an election, completion of the committee's work, and the committee's recommendations to City Council. Consider having the proposed date of the election for the bond election to be at the same time as the upcoming May 2014 municipal elections.
