Citizen Comments - Pursuant to City Council Resolution 2014-R0320, any citizen wishing to appear before a regular meeting of the City Council shall: Notify the City Manager's office of that fact, completing the form available at the City Manager's office, or online at the following hyperlink: Public Comments Sign-Up Form and submit it no later than seventy-five (75) hours prior to the start of the meeting at which the citizen wishes to appear; or sign up to speak at the City Council meeting itself, completing the form provided at the meeting, with regard to any item posted on the City Council agenda. See the Supplemental Citizen Comment Agenda.
Consent Agenda - Items considered to be routine and enacted by one motion without separate discussion. If the City Council desires to discuss an item, the item is removed from the Consent Agenda and considered separately.
Resolution - Water Resources: Consider a resolution authorizing the Mayor to execute professional services agreement 12514 with Alan Plummer & Associates, Inc. for engineering services related to the evaluation of potable water reuse strategies associated with the City’s Strategic Water Supply Plan.
Ordinance 2nd Reading – Right-of-Way: Consider Ordinance 2015-O0085 abandoning and closing a 3,123.06 square foot tract of land (alley) out of Block 2, Dupree Addition, Lubbock County, Texas located at 1916 Texas Avenue.
Resolution - Economic Development: Consider a resolution approving a program or expenditure by Market Lubbock, Inc. to be provided to Bayer CropScience for economic development purposes.
Resolution - Facilities: Consider a resolution authorizing the Mayor to execute contract 12496 and enter into an agreement with Brinkley Sargent Wiginton (BSW) for professional architectural and engineering services for the construction of a new Emergency Operations Center (EOC), located at 1515 East Ursuline Street.
Ordinance 2nd Reading – Finance: Consider an ordinance setting the tax rate and levying a tax upon all property subject to taxation with the City of Lubbock for 2015; apportioning said levy among the various funds and items for which revenue must be raised; fixing the times in which said taxes shall be paid and assessing penalty and interest for nonpayment of such taxes within the time provided.
Resolution – Finance: Consider a resolution amending the allocation of the Hotel Occupancy Tax Revenues for FY 2015-16 and distributing receipts, net collection expenses, as authorized in Subsection 18.03.001(b)(2) of the Code of Ordinances of the City of Lubbock.
Ordinance 2nd Reading - Mayor: Consider Ordinance 2015-O0093 amending Chapter 8, "Businesses and Amusements" of the Code of Ordinances of the City of Lubbock, Texas, by adding Article 8.20, "Mobile Billboards" to allow mobile billboards the use of the public right-of-way; providing a penalty; providing a saving clause and providing for publication.
Resolution - Planning: Consider a resolution adopting the Annexation and Growth Policy Report.
Resolution - Planning: Consider resolution authorizing the Mayor to establish the Annexation and Growth Advisory Committee as a standing committee.
Ordinance 1st Reading - Planning: Consider an ordinance amending Chapter 8, Section 8.19.003, of the Code of Ordinances of the City of Lubbock, Texas in regard to the expansion of permitted locations of mobile food vendors; providing a penalty clause; providing a savings clause; and providing for publication.
Resolution - City Manager: Consider a resolution authorizing the Mayor to execute an Amendment to the Commitment Agreement between the City of Lubbock and the College Baseball Foundation increasing the real property to be transferred to the College Baseball Foundation to include the parking lot at 1502 Mac Davis Lane.
Resolution - Stormwater: Consider a resolution establishing a revised schedule of stormwater drainage charges, and directing the City Manager to undertake all necessary administrative activities to effectuate said revised schedule of stormwater drainage charges pursuant to City Council findings and direction, for benefited properties located within the City of Lubbock.
Resolution - Lubbock Power & Light: Discuss and take action regarding modifications to the Lubbock Power & Light (LP&L) Electric Rate/Tariff Schedule and consider an order and resolution amending the current rate/tariff schedule of LP&L, the City of Lubbock's municipally owned electric utility, applicable to all rate classes, effective October 1, 2015.
