WE'LL BEGIN TONIGHT WITH OUR INVOCATION, FOLLOWED BY THE PLEDGES.

OUR INVOCATION THIS EVENING WILL BE LED BY MINISTER JIM BREUER WITH THE SOUTH PLAINS CHURCH OF CHRIST. FOLLOWING HIS INVOCATION, THE MAYOR PRO TEM WILL LEAD US IN THE PLEDGES TO THE AMERICAN AND TEXAS FLAG IF EVERYONE WOULD PLEASE STAND.

MR BREWER. YOU PRAY WITH ME.

OUR FATHER IN GOD, HOW GRATEFUL WE ARE TO BE CITIZENS OF A CITY THAT PAUSES TO RECOGNIZE YOUR EXISTENCE AND PRESENCE HERE, YOUR SOVEREIGNTY OVER US ALL.

I THANK YOU FOR THESE CIVIL SERVANTS WHOSE TIME IS GIVEN FOR THE BENEFIT OF ALL PEOPLE OF THIS COMMUNITY. I RECOGNIZE THE DIFFICULTY IN WHICH THEY WORK AND I RECOGNIZE THE CHALLENGES THEY HAVE.

IT IS MY HONOR TODAY TO RECOGNIZE CHIROPRACTIC HEALTH MONTH.

SUDDENLY, I MY BACK STIFF AND I HAVE MY NAME.

BUT WHO'S HERE FOR THIS? WHO? WHO'S HERE? Y'ALL, COME ON UP HERE.

EVERYBODY WHO'S HERE FOR.

IS THERE A DECLARED LEADER OF THIS GROUP? I WANT TO. HOW ARE YOU DOING? HEY, MAN, HOW ARE YOU DOING? GOOD TO SEE YOU. SO WE'VE GOT A SPECIAL RECOGNITION.

I'LL READ THIS, THEN I'LL TURN IT OVER.

YOU CAN MAKE SOME COMMENTS.

WHEREAS CHIROPRACTORS OR PHYSICIAN LEVEL HEALTH CARE PROVIDERS WHO FOCUS ON THE WHOLE PERSON AS A PART OF THEIR HANDS ON NON-DRUG APPROACH TO PAIN MANAGEMENT AND HEALTH PROMOTION, AND WHO HAVE SPECIAL EXPERTIZE IN THE PREVENTION, CARE AND REHABILITATION OF MUSCULAR A NEW MUSCULOSKELETAL CONDITIONS AND INJURIES.

I NOW KNOW WHAT THE MAYOR ASKED ME TO DO THIS, WHEREAS EACH YEAR ABOUT HUNDRED AND TWENTY FOUR MILLION PEOPLE EXPERIENCING MUSCULOSKELETAL CONDITION, RESULTING IN DIRECT AND INDIRECT COSTS OF $200 BILLION, WITH LOWER BACK PAIN CONTRIBUTING TO 264 MILLION DAYS OF LOST TIME IN THE WORKPLACE.

AND WITH SIXTY FIVE PERCENT OF ALL U.S.

ADULTS SEEKING CARE FOR NECK OR BACK PAIN AT SOME POINT IN THEIR LIFETIME.

AND WHEREAS THE AMERICAN COLLEGE OF PHYSICIANS LOW BACK PAIN TREATMENT GUIDELINES PROMOTE THE USE OF NONINVASIVE, NON-DRUG APPROACHES SUCH AS SPINAL MANIPULATION AS A FIRST LINE OF DEFENSE AGAINST BACK PAIN AND WHICH, WHEN COMBINED WITH AN ACTIVE LIFESTYLE.

GOOD NUTRITION, HEALTHY HABITS AND PROPER MUSCULAR CARE CAN PROTECT AND ENHANCE ONE'S HEALTH OVER A LIFETIME.

AND WHEREAS AS OCTOBER'S NATIONAL CHIROPRACTIC HEALTH MONTH, IT IS APPROPRIATE TO JOIN THE AMERICAN CHIROPRACTIC ASSOCIATION IN ENCOURAGING THE PUBLIC TO TAKE STEPS TOWARDS THEIR BETTER OVERALL HEALTH DURING THEIR STRENGTH STABILITY SUCCESS CAMPAIGN.

NOW, THEREFORE, WE, THE MAYOR AND THE CITY COUNCIL OF THE GREAT CITY OF LUBBOCK, WE DO HEREBY RECOGNIZE THE CHIROPRACTIC CHIROPRACTIC HEALTH MONTH IN LUBBOCK, ENCOURAGE ALL RESIDENTS TO IMPROVE THEIR QUALITY OF LIFE BY UTILIZING EFFECTIVE PAIN MANAGEMENT AND BY PRACTICING A HEALTHY LIFESTYLE.

DOWNTOWN IS IMPORTANT TO ME AND I CAME TO SPEAK IN FAVOR OF THE SPACE PROGRAM.

I'M SORRY I COULDN'T DO IT LATER DURING THE HEARING, BUT IT WAS JUST AS AS THE MAYOR SAID IT. IT FIT MY SCHEDULE.

A LOT BETTER TO DO IT NOW.

I REALLY HOPE WE CAN APPROVE THE SPACE PROGRAM TONIGHT.

THREE. IT'S NOT A I MEAN, THERE ARE A LOT OF REASONS TO LIKE THE SPACE PROGRAM, BUT THERE ARE THREE MAIN ONES WHICH WHICH I WOULD LIKE TO TALK ABOUT A LITTLE BIT.

ONE IS THAT IT'S 100 PERCENT FINANCING PRICES FOR ENERGY EFFICIENCY, ENERGY, WATER, THAT SORT OF THING. AND A LOT OF TIMES PEOPLE, WHEN THEY HAVE A CONVENTIONAL LOAN, HAVE TO COME UP WITH A LOT OF CAPITAL UP FRONT.

AND AS A CONSEQUENCE, ARE NOT NOT ABLE TO AFFORD THESE MORE EXPENSIVE IMPROVEMENTS TO OLD BUILDINGS AND A LOT OF TIMES WINDOWS AND AND INSULATION AND THE LATEST IN AIR CONDITIONING, WHICH WOULD I WOULD POINT OUT THE RF, WHICH IS VERY REFRIGERANT FLOW.

THERE ARE A LOT MORE EXPENSIVE.

BUT THE USE OF THE PIPES PROGRAM ALLOWS PROPERTY OWNERS TO MAKE THESE IMPROVEMENTS, WHICH SAVE US ENERGY, WHICH MAKE THE PROPERTY MORE VALUABLE.

AND IT'S JUST A GREAT THING.

A LOT OF TIMES IT'S JUST COST PROHIBITIVE IF YOU DON'T HAVE IT.

ANOTHER THING ABOUT PACE THE LOAN CANNOT BE ACCELERATED.

IT DOESN'T MEAN IT CAN'T BE FORECLOSED, BUT IT'S DIFFICULT BECAUSE THE ONLY THING IT CAN BE FORECLOSED IS THE DELINQUENT PORTION.

HOPEFULLY, THAT DOESN'T HAPPEN TO ANYBODY.

AND THE THIRD THING IS, IT DOESN'T COST THE CITY ANYTHING, YOU KNOW, MAYBE THAT'S NOT EXACTLY TRUE. MAYBE THERE COULD BE SOME SLIGHT COSTS IN THE CASE OF SOME DEFAULTS, BUT GENERALLY SPEAKING, IT DOESN'T COST THE CITY ANYTHING.

LAST WEEK, I HAD A CHANCE TO GO SEE A GREAT EXAMPLE OF HOW SPACE CAN BE USED.

I WENT TO AMARILLO.

TO THE BARFIELD HOTEL AND THE POST TEXAS PACE AUTHORITY HAD A PRESENTATION THERE AND WE GOT TO TOUR THE HOTEL.

IT WAS VERY INTERESTING THAT OLD HOTEL.

WELL, IT'S BEEN BACK IN OPERATION FOR ABOUT THREE MONTHS NOW, I THINK.

BUT IT HAS SAT THERE VACANT AND JUST DERELICT, AND IT WAS AN EYESORE TO THE DOWNTOWN OF AMARILLO AND A GROUP DECIDED THEY WANTED TO CHANGE THAT.

AND THROUGH THE USE OF PACE AND HISTORICAL TAX CREDIT, AM I SAYING, YEAH, HISTORICAL TAX CREDITS AND CONVENTIONAL FINANCING? THEY WERE ABLE TO BRING THIS THING BACK TO LIFE IN A BEAUTIFUL WAY.

IT'S REALLY, REALLY NICE.

SOME OF THE THINGS THEY DID.

THEY INSTALL ALL LED LIGHTS, VRM AIR CONDITIONING, SOFT WATER THROUGHOUT, WHICH MAKES ALL THEIR FIXTURES LAST LONGER.

LOW FLOW TOILETS AND SHOWERS AND EXTRA INSULATION, AMONG OTHER THINGS.

OF THE TOTAL COST OF THE PROJECT, WHICH WAS ABOUT $42 MILLION, IF I REMEMBER CORRECTLY, SIX POINT FIVE OF THAT CAME FROM PACE.

SO THAT WAS MONEY THEY DIDN'T HAVE TO HAVE TO COME UP WITH ON THEIR OWN, AND IT HAS TO BE PAID BACK. BUT BUT STILL, IT'LL IT.

IT REALLY IT MADE THE PROJECT VIABLE.

THERE ARE A LOT OF SAVINGS INVOLVED.

THEY ESTIMATE THEIR ELECTRICAL SAVINGS ARE SEVENTY THREE PERCENT, GAS SAVINGS IS SEVENTY NINE PERCENT, WATER SAVINGS AT 40 PERCENT.

THAT EQUATES TO HUNDREDS OF THOUSANDS OF DOLLARS A YEAR.

AND IT'S A BIG PROJECT, I KNOW, BUT IT'S SIGNIFICANT.

ALSO, THERE ARE SIGNIFICANT CO2 AND OTHER EMISSIONS SAVINGS.

ANYWAY, I THINK THE BARFIELD HOTEL IS A PERFECT EXAMPLE OF A GOOD USE OF THE PICE PROGRAM AND SOMETHING WE COULD USE HERE.

AMARILLA APPROVED THE PICE PROGRAM IN 2017.

A LOT OF OTHER TOWNS HAVE, I THINK EVEN LA MESA HAS, BUT I THINK IT'S TIME WE DO TOO, AND I HOPE YOU'LL APPROVE IT. THANK YOU.

AS PART OF OUR BUDGET PROCESS, WE ARE REQUIRED BY STATE STATUTE TO HOLD A PUBLIC HEARING ON AN ANNUAL BASIS TO SET THE ASSESSMENT RATE FOR THE UPCOMING YEAR.

THE REASON THIS PIT IS DELAYED IN THAT PROCESS IS BECAUSE WE'VE JUST CREATED IT OVER THE LAST COUPLE OF MONTHS.

SO AS A REMINDER, WE CREATED THE PIT OR YOU ALL CREATED THE PIT ON SEPTEMBER THE 14TH.

THE ACTION BEFORE YOU TONIGHT FOLLOWING THE PUBLIC HEARING IS TO APPROVE THE PROPOSED ASSESSMENT RATE.

THE PACE FUNDING IS A PRIVATE FINANCING TOOL THAT FINANCES 100 PERCENT OF THOSE ENERGY

EFFICIENT WATER CONSERVING PROJECTS AND ALSO DISTRIBUTED GENERATION PROJECTS.

AND THIS IS ESSENTIALLY A ECONOMIC DEVELOPMENT TOOL THAT IS CREATED.

THE OPPORTUNITY FOR IT IS CREATED BY THE CITY, BUT THE FUNDING IS PROVIDED BY THE PRIVATE SECTOR. SO AS MR. HARSHBARGER MENTIONED, THERE'S NO CITY PUBLIC DOLLARS GOING INTO THE FACILITATION OF THIS PROGRAM. ELIGIBLE PROPERTIES ARE COMMERCIAL MULTIFAMILY WITH FIVE UNITS OR MORE AND THEN INDUSTRIAL PROJECTS.

THIS IS KIND OF AN OVERVIEW OF WHAT WE JUST TALKED ABOUT, AS I MENTIONED, THE TEXAS PACE AUTHORITY IS RESPONSIBLE FOR PROJECT OVERSIGHT.

THEY ALSO WILL HANDLE ALL OF OUR EDUCATION AND OUTREACH.

THEY WILL MANAGE A WEBSITE FOR US AND THEN WORK WITH ANY OF THE APPLICANTS THAT ARE LOOKING TO TAKE ADVANTAGE OF THIS PROGRAM.

OUR ROLE IS REALLY TO ESTABLISH THE PROGRAM AND THEN WE WILL BE INVOLVED IN THE EVENT OF A DEFAULT. BUT AGAIN, NO PUBLIC DOLLARS BEING INVESTED.

AND THEN OBVIOUSLY THE BUSINESS OWNER OR NONPROFIT PROPERTY OWNER WOULD BE THE APPLICANT IN THIS SITUATION.

ITEM 8.8, AS I MENTIONED, IS THE PROFESSIONAL SERVICES AGREEMENT THAT YOU'LL BE ASKED TO CONSIDER WITH TEXAS PACE AUTHORITY.

THE TERM OF THIS AGREEMENT DOES STAY IN PLACE FOR THE LIFE OF THE PROGRAM.

SO UNLESS WE MADE A DECISION TO TERMINATE THE AGREEMENT WITH TEXAS PACE AUTHORITY, IT WOULD REMAIN IN PLACE AS LONG AS WE KEEP THE PROGRAM IN PLACE.

AS I MENTIONED, THE TEXAS PACE AUTHORITY DOES PROVIDE THEIR SERVICES AT NO COST TO THE CITY AND THEY WERE.

THEIR SCOPE WILL INCLUDE COMMUNITY OUTREACH, SO THEY WILL BE HOPEFULLY HERE IN THE CITY TALKING TO PRIVATE FINANCING INSTITUTIONS AND PROPERTY OWNERS, TRYING TO CONNECT THE DOTS BETWEEN PEOPLE THAT WANT TO TAKE ADVANTAGE OF THIS OF THIS PROGRAM.

THEY WILL OVERSEE ALL OF THE APPLICATION AND APPROVAL PROCESSES, INCLUDING PROVIDING OVERSIGHT ON THE THIRD PARTY VERIFICATION OF THE ENERGY SAVINGS, AND THEN THEY ALSO FACILITATE THE SETTING OF THE ASSESSMENT THAT'S NEEDED FOR THE LOAN.

AND THEN THEY ALSO WILL PROVIDE MANAGEMENT AND REPORTING AND WILL REPORT BACK TO THE CITY OF LUBBOCK AS ON AN AS NEEDED BASIS.

AND THE ONE THING THAT WE'VE ALWAYS KIND OF LACKED WAS THE ABILITY TO DO ANY TYPE OF COMMERCIAL PROJECTS, YOU KNOW, RESIDENTIAL SOLAR MOVING ACROSS THE COUNTRY, COMMERCIALS KIND OF IN A STANDSTILL.

AND THE PROBLEM WE HAVE IS THAT COMMERCIAL USES A LOT MORE ENERGY THAN WHAT THE RESIDENTIAL CUSTOMER USES.

SO AT THE END OF THE DAY, BEING ABLE TO USE SOMETHING TO REALLY CHANGE, YOU KNOW, PROBABLY OUR WHOLE STATE.
