1:30 p.m. - City Council reconvenes in Work Session in City Council Chambers regarding items for presentation and discussion on such issues that may require in-depth consideration by the City Council. No action will be taken by the City Council in Work Session.

4. Citizen Comments - According to Lubbock City Council Rules, any citizen wishing to appear in-person before a regular meeting of the City Council, regarding any matter posted on the City Council Agenda below, shall complete the sign-up form provided at the meeting, no later than 2:00 p.m. on May 9, 2023. Citizen Comments provide an opportunity for citizens to make comments and express a position on agenda items.

Resolution - Business Development: Consider a resolution nominating Leprino Foods Company to the Office of the Governor, Economic Development and Tourism, through the Economic Development Bank, for designation as an Enterprise Project under the Texas Enterprise Zone Act, Chapter 2303, Texas Government Code.

1. Public Hearing - Business Development: Hold a public hearing for the City Council to receive public input concerning the adoption of an ordinance designating a Reinvestment Zone at 2301 North University Avenue, as authorized by Chapter 312 of the Tax Code.

2. Ordinance 1st Reading - Business Development: Consider an ordinance designating the X-Fab Texas, Inc. Reinvestment Zone within the City of Lubbock, as authorized by Chapter 312 of the Tax Code; describing the boundaries of said Zone for commercial/industrial tax abatement; providing a saving clause and providing for publication.

3. Ordinance 2nd Reading - Planning: Consider Ordinance No. 2023-O0054, adopting a Unified Development Code and adopting a new zoning map for the City of Lubbock.

4. Resolution - Planning: Consider a resolution approving and granting a variance from the applicable 300-foot minimum distance provision of the City of Lubbock Ordinance No. 2009-O0060, for an alcoholic beverage permit for Chipotle Mexican Grill #4453, at 7715 Milwaukee Avenue.

5. Resolution - Engineering: Consider a resolution receiving the Semi-Annual Report from the Capital Improvements Advisory Committee (CIAC), regarding the progress and implementation of the Impact Fee Program.
