FIRST, I JUST WANT TO RECAP THE LAST TWO YEARS ON THE TWO ROAD BOND [INAUDIBLE] THAT HAVE SUCCESSFULLY PASSED. THANK GOODNESS, LUBBOCK VOTERS HAVE PROVED THAT THEY DO HAVE AN APPETITE FOR ROAD BONDS. THE 2022 BOND WAS PASSED BY 68%, AND THE MOST RECENT ONE, LAST TUESDAY, PASSED 53%. I KNOW YOU REALLY CAN'T ADD VOTES TOGETHER, BUT IF YOU DO, YOU'RE COMING UP WITH ABOUT A 60-40% IN FAVOR. WHAT THESE TWO PROJECTS GET US, AS COUNCIL KNOWS, IS A LITTLE OVER $300 MILLION FOR 24 ROAD PROJECTS. I THINK THIS IS ABSOLUTELY FANTASTIC TO KEEP LUBBOCK MOVING. I DO WANT TO TALK ABOUT A PATH FORWARD AND HOW WE COULD POTENTIALLY FORM A PLAN OF 10-15 YEARS OF ROLLING OUT SMALL BONDS, MEDIUM BONDS, MAYBE EVEN SOME LARGE ONES, BUT COMMIT TO A REAL PLAN OF HOW WE STAY IN FRONT OF THIS FOR THE COMING 10-15 YEARS. I'D BE GLAD TO VOLUNTEER TO BE A PART OF THAT. HEATHER KESTER, THE CONSULTANT FOR THE BOND PROJECT DID A FANTASTIC JOB. I JUST WANT TO CONVEY THOSE MESSAGES. I DO THINK THAT THIS BOND WAS PARTICULARLY CLOSE DUE TO THE LOCATION OF WHERE THE PROJECTS WERE. JUST TO BE COMPLETELY HONEST, THE NUMBER 1 FEEDBACK I GOT WAS WHERE THEY WERE ALL GEOGRAPHICALLY LOCATED. I THINK THAT FUTURE BONDS NEED TO HAVE MORE EMPHASIS ON SPREADING THOSE PROJECTS AROUND TO SOME PLACES THAT MAY HAVE UNPAVED ROADS, TO PLACES THAT HAVE BAD RESIDENTIAL STREETS THAT NEED TO BE REPAIRED. I THINK THAT IT COULD BE MORE EQUITABLE. I REALLY DO. YES, SOUTHWEST LUBBOCK IS WHERE THE GROWTH IS. YES, WE GET ALL THAT. BUT THE NUMBER 1 FEEDBACK I GOT WAS, IT'S ALREADY BEEN THREE MINUTES. I WILL HURRY. ANYWAY, I THINK THAT YOU COULD GET A SUCCESSFUL BOND EVERY TIME BY THOSE ITEMS. PAGE 2, I JUST WANTED TO CROSS REFERENCE IMPACT FEE SERVICE AREAS WITH YOUR COUNCIL DISTRICTS BECAUSE THEY'RE NAMED DIFFERENTLY. THAT'S ON PAGE 2, YOU CAN FIND YOUR DISTRICT AND YOUR MAP. PAGE 3 WAS THE MOST RECENT REPORT TO SHOW THAT IMPACT FEES TO DATE, A LITTLE OVER FOUR YEARS HAVE RAISED ABOUT $10 MILLION, AND ALL THAT'S BEEN ALLOTTED OUT IS FOR ENGINEERING FEES. I THINK 5.12 IS TO REQUEST TO SPEND MORE MONEY ON IMPACT FEES AND CONSULTANTS. I THINK IT'S COMPLETELY UNNECESSARY TO DO THIS, CONSIDERING WHAT IT HAS ONLY RAISED. THEN THIS TIF WILL ALSO PROVIDE FOR THE COST OF MAINTENANCE FOR ANY IMPROVEMENTS TO THESE PARKS. THIS IS AN IMAGE OF THE PROPOSED PLAYA LAKE PARK. IT'S HARD TO SEE IN THIS SLIDE, BUT IT FOCUSES ON A STATUE OF QUANTA PARKER IN THE CENTER OF THE DEVELOPED AREA, WHICH YOU DID HAVE SOME REALLY POSITIVE FEEDBACK FROM CITIZENS ON AT YOUR PUBLIC HEARING. THE PETITIONERS BROKE IT OUT BETWEEN CITY AND COUNTY, SO I GAVE THAT INFORMATION TO YOU ON THIS SLIDE AS WELL, BUT THE TOTAL ANTICIPATED NEW REAL PROPERTY TAX REVENUE BETWEEN CITY AND COUNTY COMBINED IS ALMOST $89 MILLION IN THIS AREA, WHICH WILL HAVE A TREMENDOUS IMPACT ON THE CITY. THE ESTIMATED BASE YEAR APPRAISED VALUE, WHICH IS 2024 SINCE WE ARE FORMING THIS TIF IN THIS CALENDAR YEAR, WE WILL USE THE JANUARY 1ST VALUE FROM 2024 IS JUST UNDER 89 MILLION. THE ESTIMATED FINAL APPRAISED VALUE ONCE THIS AREA IS BUILT OUT, AND AGAIN, THIS IS AN ESTIMATE BECAUSE WE'RE TALKING 30 YEARS FROM NOW AND I DON'T HAVE COUNCILMAN COLLINS CRYSTAL BALL. BUT THE ESTIMATED APPRAISED VALUE IS JUST OVER $610 MILLION. A REALLY EXCITING PROJECT AND WE'RE HAPPY TO BE A PART OF IT. REMINDER ON NEXT STEPS.
