I'M HAPPY TO TO REPORT THAT WE ARE NOW PREPARING FOR THE 2730 TIP, WHICH IS A LITTLE INTERESTING BECAUSE WE WERE JUST TALKING ABOUT THE 2528 TIP, BUT THE CALL WILL OFFICIALLY OPEN UP FROM THE STATE SIDE ON NEXT YEAR IN FEBRUARY, WHICH MEANS THAT WE HAVE TO BASED OFF THE CALENDAR OF EVENTS, WE NEED TO GO AHEAD AND START THAT DISCUSSION AT THE MPO LEVEL. AT THE LAST MEETING, WE WERE ABLE TO LET THEM KNOW AND HAVE THEM REVIEW THE PROCEDURES BASED OFF OF THE LAST CALL FOR THE TIP, AS WELL AS CHANGES THAT HAVE OCCURRED FROM THE FEDERAL SIDE BASED OFF THIS NEW ADMINISTRATION. THERE'S BEEN SOME CHANGES ON HOW WE SHOULD EVALUATE PROJECTS GOING FORWARD. WHAT USED TO BE THE EQUITY INCLUSION ACT HAS ALL BEEN REMOVED FROM THOSE THINGS. AND SO THE TOOLS THAT WE HAVE WE WERE GOING TO TAKE FORWARD TO THE TAC AND HAVE THEM TAKE A LOOK AT THINGS TO BE ABLE TO HELP US UNDERSTAND HOW THEY FEEL. WE SHOULD EVALUATE THE PROJECTS MOVING FORWARD. BASED OFF OF THAT, WE'VE REVIEWED THE DECISION LENS. THEY FELT THAT THE DECISION LENS WAS APPROPRIATE, THAT HAD ALL THE APPROPRIATE ITEMS TO BE ABLE TO DO THE REVIEW. WE WON'T BE USING AN EQUITY TOOL THIS TIME, THIS ROUND. AND WE HAVE REMOVED THAT. WE REMINDED THEM THAT THE NEXT DURING EVERY CALL FOR THE TIP, THE PROJECTS THAT WERE INCLUDED IN THE LAST TIP WILL BE DROPPED AND REMOVED IF THEY AREN'T SUBMITTED FOR REEVALUATION. WE WERE ALSO HAD THEM REVIEW THE POLICY THAT WE HAVE IN PLACE THAT THE CURRENT YEAR AND THE LAST TWO YEARS OF THE LAST TIP ARE BROUGHT FORWARD INTO THIS NEW TIP. AND SO THEY THEY WERE IN AGREEMENT WITH THAT AS WELL. AND THEN, OF COURSE WE WILL HAVE TO REEVALUATE AND RANK EVERY PROJECT ONCE AGAIN. BASED OFF OF THAT, WE WENT AHEAD AND AT YOUR AT YOUR PLACES, YOU'LL HAVE A LARGER VERSION OF THIS, SO YOU DON'T HAVE TO LOOK AT IT ON THE SCREEN. BUT THIS IS THE TEN YEAR FUNDING ALLOCATION BASED OFF OF TXDOT DOLLARS, AS WELL AS FEDERAL DOLLARS THAT ARE ALLOCATED THROUGH THE FORMULA SYSTEM. AS YOU CAN KIND OF SEE THERE, WE HAVE CATEGORIES ONE, TWO, FOUR, SEVEN, NINE, TEN AND 11 THAT WILL BE BROUGHT FORWARD INTO THIS PROCESS. THE CURRENT YEAR IS FY 26. THE FOLLOWING 27 AND 28 ARE ALSO GREEN BASED OFF OF THAT POLICY, [00:05:03] BRINGING THE LAST TWO YEARS OF THE LAST TIP FORWARD. ON AVERAGE, WE HAVE ANYWHERE BETWEEN $120 MILLION TO $130 MILLION FOR EACH YEAR, AND SO THAT IS DISTRIBUTED BETWEEN EACH ONE OF THOSE CATEGORIES. THE CATEGORIES ON THE LEFT THAT ARE RED ARE MPO FEDERAL FUNDS THAT ARE ALLOCATED TO THE MPO FOR PROGRAMING AND DISTRIBUTION. THE ONE THAT IS HALF RED AND HALF WHITE WITH THE TRIANGLE IS THE STATEWIDE CONNECTIVITY CORRIDOR PROJECTS FOR URBAN AREAS, WHICH IS A TEXT POT OF MONEY WHICH THEY CHOOSE THE PROJECT WE RANK AND WE HELP EVALUATE. AND SO THOSE THOSE FUNDS ARE A COLLABORATION BETWEEN THE MPO AND THE DISTRICT. ALL THE WHITE CATEGORIES ARE TEX-DOT FUNDING POTS THAT WE HAVE TO ACCOUNT FOR IF THEY'RE SPENT ON THE FEDERALLY CLASSIFIED ROAD SYSTEM WITHIN OUR BOUNDARY. AND SO THOSE ARE THE FUNDS. THAT'S HOW THEY'RE ALLOCATED. IT'S IT'S A LITTLE INTERESTING. WE DO HAVE LARGE ALLOCATIONS OF FUNDING IN CERTAIN POTS, BUT THERE'S OTHER POTS OF FUNDING THAT WILL BE DISAPPEARING OVER TIME, AS YOU CAN KIND OF SEE UNDERNEATH CATEGORY TEN CARBON REDUCTION. THOSE FUNDS ARE THE LAST YEAR OF ALLOCATION IS ACTUALLY FY 26, BUT WE'RE ABLE TO SPEND THOSE FUNDS ALL THE WAY THROUGH 28 BECAUSE WE WEREN'T ABLE TO EXPEND ALL THE FUNDING THAT WE HAVE. THOSE FUNDING YEARS WILL WILL BE DISTRIBUTED IN 27 AND 28. THAT'S PARTIALLY DONE BECAUSE OF THE WAY THE STATE ROLLED OUT THE FUNDING TO ALL THE MPOS. THEY ROLLED THEM OUT A LITTLE LATER. THEN WHEN THEY WERE ORIGINALLY ALLOCATED. AND SO WE DO HAVE THE OPPORTUNITY TO PROGRAM THOSE FUNDS IN 27 AND 28. THOSE FUNDS WEREN'T CLAWED BACK. AND THE DECISIONS THAT WERE DONE BY THE FEDERAL ADMINISTRATION AT THIS TIME, I'D BE HAPPY TO STAND. OH, ACTUALLY, LET ME GIVE YOU ONE MORE SLIDE, I ALMOST FORGOT. THIS IS THE ACTUAL STIP DEVELOPMENT SCHEDULE THAT'S GIVEN BY THE STATE, AS YOU CAN KIND OF SEE THEY'RE ASKING US TO HAVE AN OFFICIAL OPEN ON NOVEMBER 20TH AND NOVEMBER OF 2025. WE HAVE TO HAVE ALL OUR PROCESS COMPLETE BY 26. THAT'S INCLUDING THE PUBLIC OUTREACH, THE EVALUATION, THE COORDINATION WITH THE TXDOT DISTRICT. WITH THAT BEING SAID, THAT MEANS WE HAVE TO PROVIDE AN OPPORTUNITY FOR YOUR STAFF TO START SUBMITTING PROJECTS. AND WE'RE ANTICIPATING OPENING UP THAT SUBMISSION PORTAL IN OCTOBER. THEN WE'LL GO AHEAD AND HAVE A TIP. OFFICIAL CALL IN NOVEMBER. ONCE STAFF HAS EVALUATED ALL THOSE PROJECTS TO MAKE SURE THAT ALL THE INFORMATION WAS INPUTTED CORRECTLY, WE'LL GIVE THAT INFORMATION OVER TO TEXDOT DISTRICT TO INPUT INTO THE DECISION LAND SOFTWARE, AS WELL AS BRINGING THAT FORWARD TO THE TECH FOR DISCUSSION. WE ANTICIPATE HAVING A DECISION FROM THE TAC IN DECEMBER AND BRINGING THAT FORWARD TO THE POLICY COMMITTEE, MOST LIKELY IN JANUARY. WE'LL BE HAVING A JANUARY MEETING, AND WE'LL BE MOVING THE TAC MEETING FORWARD ONE ONE WEEK AND HOPEFULLY MOVING THE POLICY COMMITTEE BACK ONE WEEK IN ORDER TO FACILITATE QUORUMS, BECAUSE TRADITIONALLY IN JANUARY, WE HAVE A DIFFICULTY IN MAKING QUORUMS BECAUSE OF NEW YEAR'S AND THE HOLIDAYS. BUT IN ORDER TO MEET THIS TIME SCHEDULE, WE DO HAVE TO HAVE THOSE MEETINGS IN JANUARY. ONCE THAT HAS BEEN BROUGHT FORWARD, AND THE POLICY COMMITTEE HAS MADE A DECISION ON WHICH PROJECTS TO OFFICIALLY IMPLEMENT INTO THE 2730 TIP. THOSE PROJECTS WILL BE SUBMITTED INTO TEXDOT THROUGH THE PORTAL FOR SUBMISSION INTO THE STIP. AND THAT COORDINATION THEN WILL HAPPEN WITH AUSTIN, AND AUSTIN WILL COORDINATE WITH ALL THE URBAN AREAS, WITH ALL THE TXDOT DISTRICTS AND THE CREATION OF THE STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM. AND THEN THEY WILL HAVE TO GO THROUGH THEIR PUBLIC PARTICIPATION PLAN AS SET OUT, AND THE COMMISSION SHOULD TAKE ACTION SOMETIME IN JUNE OR JULY, THUS THEN ACTIVATING THE 2730 TIP AND SUNSETTING THE 2528 TIP OCTOBER 1ST. IT COULD BE RETIMING SYSTEMS AND TRYING TO DO UPGRADES IN YOUR IT SYSTEM IN ORDER TO BE ABLE TO HELP FACILITATE THE MOVEMENT AND LESS IDLING. OTHER ITEMS INCLUDE THINGS LIKE INNOVATION OF CONCRETE WHERE YOU'RE USING CAPTURED CARBON FROM POWER PLANTS, AND YOU'RE PUTTING THAT INTO THE CONCRETE AND STORING THOSE EMISSIONS IN A CONCRETE STRUCTURE. AND SO THOSE IT'S VERY VAST. BUT THE IDEA IS TO BE ABLE TO IDENTIFY A PROJECT THAT HELPS REMOVE EMISSIONS FROM THE AIR. DO WE HAVE AN IDENTIFIED PROJECT OR IS THERE I MEAN, WHAT WOULD BE A LIKELY PROJECT FOR US HERE IN THIS AREA? SO THE TWO PROJECTS THAT HAVE BEEN INCLUDED IN THE 2528 TIP WERE THE TRANSIT THE CITY, THE CITY BUS AND THE CITY OF LUBBOCK'S PROJECT TO BE ABLE TO HELP INCLUDE BUS SHELTERS, BUS STOPS AND IMPROVEMENTS FOR PEDESTRIAN FACILITIES. AND THE OTHER ONE WAS THE THE CITY OF LUBBOCK'S TIMING. AND SO WE'RE UPGRADING THE INTERSECTIONS AND THE CABINETS TO BE ABLE TO HAVE ALL THE INTERSECTION CABINETS WORK SEAMLESSLY. AND THEY'VE SUBMITTED A PROJECT FOR THAT. AND SO WE'RE UPGRADING THOSE SYSTEMS. SO THAT WAY THE TIMING IS IS SUFFICIENTLY UPGRADED. AND TO BE ABLE TO HELP THE IDLING WITHIN THE AREA. BUT MAYOR. ONCE AGAIN, WE WE DID NOT SPEND ALL THE MONEY ALLOCATED TO US. SO IT WOULD BE NICE TO KIND OF START THINKING OUTSIDE THE BOX BECAUSE THIS IS MONEY THAT JUST IT WILL JUST BE LEFT ON THE TABLE, OR IT WILL HEAD BACK TO AUSTIN FOR SOMEBODY ELSE. THAT'S RIGHT. AS I JUST INDICATED THERE AS A NEW TIP IS PERFORMED OR EXECUTED, THE LAST TIP, SUNSETS AND ALL THOSE PROJECT IDS AND ALL THOSE PROJECTS GO AWAY UNLESS THEY'RE ROLLED OVER. THE FTA ON THEIR SIDE, THEY HAVE A UNIQUE CLAUSE THERE THAT ALLOWS FUNDING TO BE ROLLED OVER BECAUSE THEY ALLOW THE RECIPIENTS A THREE YEAR WINDOW FROM THE YEAR THAT IT WAS ALLOCATED TO UTILIZE THOSE FUNDS. WITH THAT BEING SAID, IN THE IDENTIFICATION PROCESS FOR THE 2528 TIP, WE UTILIZED THE NEW IDS THAT WERE GIVEN TO THOSE PROJECTS, AND THE FTA ASKED US TO REVERT BACK TO THE OLD IDS, SO THAT WAY THEY COULD BETTER TRACK THOSE FUNDS. THEY ALSO ASKED US TO BE ABLE TO SEPARATE OUT THE 24 AND THE 25 FUNDING YEAR ALLOCATIONS IN ORDER TO BETTER IDENTIFY THE FUNDINGS THAT WERE STILL MADE AVAILABLE FOR USE FOR 24. AND SO IN ORDER TO COMPLY WITH THAT, WE WENT AHEAD AND TOOK A LOOK AT THE CALENDAR EVENTS. WE DEBATED WHETHER BRINGING IT IN AS A ADMINISTRATIVE ACTION OR AS A FULL BLOWN AMENDMENT. HOWEVER, THE TIME TO BE ABLE TO INPUT EVERYTHING INTO THE FTA SYSTEM, WHICH IS CALLED TRAMS, NEEDED TO BE COMPLETE BY SEPTEMBER 25TH, 2025, WHICH DIDN'T ALLOW US TO GO TO A FULL BLOWN PROCESS BECAUSE FUNDING DID NOT CHANGE, AND BECAUSE THESE WERE JUST AMENDMENTS TO THE WAY THEY WERE TITLED. WE WENT AHEAD AND PROCEEDED WITH AN ADMINISTRATIVE AMENDMENT ON THERE. WE EXECUTED THAT, AND NOW THE FUNDING HAS BEEN CHANGED IN THE 2528 TIP TO REFLECT ALL THE CHANGES REQUESTED FROM THE FTA SIDE. THE FTA HAS ACCEPTED THOSE AND THEY'RE CURRENTLY UNDER REVIEW. HOWEVER, WHEN WHEN TAKING A LOOK AT THOSE FUNDING POTS AND SEPARATING OUT THE FUNDS, WE DID FIND A A ISSUE WITH THE 25 FUNDING ALLOCATION. IF YOU REMEMBER, WE DID HAVE A TIME WHEN WE HAD OUR 25, 28 TIP LOCKED UNTIL WE WERE ABLE TO COMPLETE THE LONG RANGE PLAN. BECAUSE OF THAT FHWA ALLOWED US JUST TO MOVE FORWARD THE FUNDING ALLOCATION FROM THE 23 FROM THE 2326 TIP INTO THE 2528 TIP FOR THE LAST TWO YEARS, AND THOSE FUNDINGS CAME IN AND THEY WERE PUT INTO PLACE BY THE TIME THE. THE PORTAL WAS OPEN FOR US TO BE ABLE TO GO AHEAD AND PUT IN THE REMAINING PORTION OF THE 2528 FUNDING. THAT HAS NOW CAUSED US TO TO REALIZE THAT WE DIDN'T ALLOCATE SUFFICIENT FUNDS AS WHAT WAS AWARDED UNDERNEATH THE FTA GRANT BECAUSE OF THAT. THIS RESOLUTION KIND OF TAKES CARE OF THAT HOUSEKEEPING. BECAUSE IT'S MORE THAN 20% THAT COULDN'T HAVE BEEN DONE ADMINISTRATIVELY. AND SO WE NOW HAVE GONE OUT AND OPENED UP A PUBLIC PARTICIPATION PROCESS IN ORDER TO BE ABLE TO ACCEPT THOSE FUNDS FROM FTA AND TO PUT THEM IN TO THE TIP AS APPROPRIATELY IDENTIFIED THROUGH OUR BYLAWS. LOST. AND WITH THAT, WE'RE AMENDING THE TIP TO INCLUDE THE ADDITIONAL FY 25 FUNDS AS A ROLLOVER, AS ALSO, SINCE WE DID OPEN UP AN OFFICIAL PUBLIC PARTICIPATION PROCESS, WE ARE LETTING THE PUBLIC KNOW THAT WE MADE AN ADMINISTRATIVE AMENDMENT, ALTHOUGH THIS RESOLUTION HAS NO EFFECT ON THAT PROCESS. WE WILL HAVE TWO PUBLIC MEETINGS ON SEPTEMBER 17TH AND THE 25TH TO BE ABLE TO COMPLY WITH OUR BYLAWS. SPECIFICALLY, IT WILL CREATE A GRANT, A DISCRETIONARY GRANT PROGRAM TO MAKE THESE IMPROVEMENTS WITHIN FIVE MILES OF A PUBLIC AIRPORT. THE FAA HAS REPORTED THAT $19.3 BILLION IS NEEDED TO IMPROVE ACCESS TO AND FROM AIRPORTS OVER THE NEXT FIVE YEARS. 50% OF THE LARGE HUBS WOULD GET THIS WOULD GET THIS MONEY. 30% OF THE MEDIAN HUBS WOULD ALSO PARTAKE OF THAT FUNDING.
