SO WE'RE GOING TO ASK FOR THE AUTHORIZATION PARAMETERS TODAY, AND THEN WE'LL INTEND TO ISSUE DEBT ON MARCH 25TH. SO THE PROJECTS WE HAVE, CERTIFICATES OF OBLIGATIONS ARE IN THE AMOUNT OF $12.5 MILLION, $16 MILLION, AND THEN $25.7 MILLION TOTAL IN GO BONDS. AND BECAUSE OF THAT, YES, WE HAD A DIFFICULT WEEK LAST WEEK. I DON'T WANT TO SUGGEST WE DIDN'T., BUT WE WERE ABLE TO DIGEST OVER $10 BILLION IN NEW ISSUE PRODUCT LAST WEEK, UH, WITH SOME WORK AND WITH SOME CAREFUL THOUGHT AND CONSIDERATION. BUT NONETHELESS, IT WASN'T A SITUATION THAT WE MIGHT HAVE SEEN 20 YEARS AGO WHERE THE MARKET JUST STOPPED AND IT SEIZED AND WE HAD TO WAIT FOR ANOTHER WEEK OR TWO TO PASS BEFORE WE COULD REENTER. SO I'M ENCOURAGED BY THAT, AND I THINK IT SAYS A WHOLE LOT ABOUT THE SPACE THAT YOU ALL ISSUE INTO AND THE PART THAT YOU PLAY IN THAT. I WOULD HAVE EXPECTED IT TO BE MUCH MORE. LAST WEEK WE SAW SEVERAL HIGH-GRADE TRANSACTIONS GET PASSED. THE CITY OF HOUSTON DID A TRANSACTION. UNIVERSITY OF TEXAS SYSTEM DID A TRANSACTION. THERE WAS A LARGE METROPOLITAN OR SUBURBAN SCHOOL DISTRICT, LAMAR CONSOLIDATED, DOWN BY HOUSTON THAT DID A VERY LARGE SCHOOL TRANSACTION LAST WEEK. AND ALL WERE EQUALLY ABSORBED WITH GREAT VISION FROM THE MARKETPLACE. AND I WAS REAL EXCITED ABOUT THE WAY THOSE GOT DONE. SO THE LOWER LEFT-HAND CORNER SHOWS YOU MMD OVER 20-YEAR PERIOD HISTORICALLY SPEAKING IN THE GRAY BARS, AND THEN 20-YEAR AVERAGE IS IN THE LIGHT BLUE BAR, AND THEN THE DARK BLUE BAR THERE IS WHERE WE STAND CURRENTLY. JUST AS A REMINDER, SERENITY CENTER IS A STATE CONTRACTOR FOR THE SUBSTANCE USE DISORDER SERVICES, AND THEIR ROLE IS TO SERVE, SERVE EVERYBODY IN REGION 1. FOR THOSE WHO IF YOU DON'T KNOW, REGION 1 IS KIND OF GARZA COUNTY NORTH, IF YOU DRAW A LINE ALL THE WAY UP TO THE OKLAHOMA BORDER. SO THAT'S THE SERVICE AREA FOR SERENITY CENTER. THEY OFFER RESIDENTIAL SUD TREATMENT, OUTPATIENT TREATMENT, AND COMPREHENSIVE CASE MANAGEMENT. THAT PROGRAM DOES OPERATE A RESIDENTIAL TREATMENT CENTER IN PLAINVIEW THAT SERVES RESIDENTS OF LUBBOCK. THEN THEY ALSO OPERATE— I'M SORRY, THAT WAS INPATIENT. THEY ALSO OPERATE AN OUTPATIENT TREATMENT OFFICE HERE IN LUBBOCK, AND THEN THEY DO HAVE STAFF THAT SERVES INDIVIDUALS AT TDCJ MUMFORD UNIT. THE CHANGES THAT WE MADE TO THE MOU WAS TO LIMIT REFERRALS WITHIN THAT MOU TO SPECIFICALLY SUBSTANCE USE CASE MANAGEMENT, WHICH IS ALSO SUPPOSED TO SERVE REGION 1, THE VACCINATIONS AND THE SEXUALLY TRANSMITTED DISEASE, UM, TESTING AND TREATMENT. UM, WE DID ADD LANGUAGE TO PRIORITIZE REFERRALS OF LUBBOCK RESIDENTS. WE ADDED LANGUAGES THAT SERVICES ARE SUBJECT TO AVAILABLE FUNDING AND ADDED, UM, A HIPAA BUSINESS ASSOCIATE AGREEMENT. AND, UM, THERE WOULD BE NO ADDITIONAL FUND OR NO ADDITIONAL IMPACT, UM, TO GENERAL FUND WITH THIS MOU BECAUSE THESE ARE SERVICES THAT WE ARE ALREADY PLANNING TO PROVIDE. SO IF YOU TAKE 15% OF THAT AND MULTIPLY THAT NUMBER BY YOUR 210, THAT COMES OUT TO ABOUT $210,000-$215,000 [00:35:02] PLUS THE $112,000 YOU ALREADY HAVE FIGURED IN THERE. SO THAT STILL WOULD BE UNDER THE $500,000-SOMETHING THAT YOU HAVE IN GRANTS. SO I MEAN, IT'S NOT EXACT, BUT, UH, YOU KNOW, WHO KNOWS EXACTLY, BUT I THINK IT'S FAIR TO MAKE THE ASSUMPTION AT LEAST THAT THE GRANTS COVER, UH, WHAT WE PROVIDE TO PEOPLE WHO DON'T LIVE IN THE CITY. I THINK OUR CONCERN, OR AT LEAST MY CONCERN, IS THAT WE'RE NOT DIGGING INTO OUR CITY CITIZENS' POCKETS TO TAKE CARE OF OTHER PEOPLE. IT DOESN'T LOOK LIKE WE ARE DOING THAT, NOR ARE WE DENYING SERVICES TO OUR CITIZENS. UH, MAYOR PRO TEM, I CONCUR WITH THE COMMENTS BY COUNCILMAN HARRIS. YOU GUYS ARE DOING A WONDERFUL JOB, AND I APPRECIATE WHAT YOU'RE DOING, NOT ONLY FOR OUR CITY BUT THE COUNTY, AND THE SUPPORT, YOU KNOW, WITH ALL OF THESE GRANTS. I APPRECIATE AGAIN THAT YOU'RE GOING OUT THERE AND FINDING THE RESOURCES BECAUSE, YOU KNOW, HEALTHCARE IS NOT CHEAP. AND ENCOURAGING PEOPLE TO COME TO THE LUBBOCK HEALTH DEPARTMENT FOR TREATMENT FROM OUT OF THE COUNTY INFLATES THE STATISTICS FROM OUR HEALTH DEPARTMENT AND AFFECTS OUR BUDGETING AND ALLOCATION OF GENERAL FUND DOLLARS THROUGH THINGS LIKE BUILDING AND STAFFING REQUIREMENTS. AND SO EVEN IF YOU ACCEPT THIS IDEA OF, OF THE GRANT ACCOUNTING, THERE'S STILL INDIRECT COSTS THAT, THAT HAVE A REAL FINANCIAL IMPACT ON OUR BUDGET.
