Citizen Comments - According to Lubbock City Council Rules, any citizen wishing to appear in-person before a regular meeting of the City Council, regarding any matter posted on the City Council Agenda below, shall complete the sign-up form provided at the meeting, no later than 2:00 p.m. on March 10, 2026. Citizen Comments provide an opportunity for citizens to make comments and express a position on agenda items.

1. Ordinance (Single Reading) - Finance: Consider approval of an ordinance providing for the issuance of City of Lubbock, Texas General Obligation Improvement and Refunding Bonds, in one or more series, in a principal amount not to exceed $105,000,000, for the purpose of: (i) acquiring, constructing and reconstructing City street improvements, including but not limited to sidewalks, utility line relocation and traffic signalization, necessary and related storm drainage facilities and the acquisition of land and rights-of-way therefor, (ii) refunding certain outstanding obligations of the City for the purpose of achieving debt service savings, and (iii) paying the costs of issuing the Bonds; levying a tax in payment thereof; providing for the award of the sale thereof in accordance with specified parameters; approving an official statement; approving execution of a purchase contract; and enacting other related provisions.
2. Ordinance (Single Reading) - Finance: Consider approval of an ordinance providing for the issuance of City of Lubbock, Texas Combination Tax and Revenue Certificates of Obligation, in one or more series, in a principal amount not to exceed $15,000,000 for the purpose of paying the costs of: (i) constructing, renovating, improving and extending of City streets and related infrastructure, vehicles and equipment, including sidewalks, street lighting, traffic signals/controllers and traffic signal communication systems, signage, drainage, landscaping, utility improvements, extensions, relocations and acquisition of land and rights-of-way in connection therewith, and (ii) payment of professional services of attorneys, municipal advisors, financial advisors, engineers and other professionals in connection with the related projects and the issuance of the Certificates; levying a tax and pledging surplus water and wastewater system revenues in payment thereof; providing for the award of the sale thereof, in accordance with specified parameters; approving an official statement; approving execution of a purchase contract; and enacting other related provisions.
3. Ordinance (Single Reading) - Finance: Consider approval of an ordinance providing for the issuance of City of Lubbock, Texas, Water & Wastewater Revenue Improvement and Refunding Bonds, in one or more series, in a principal amount not to exceed $60,000,000, for the purpose of: (i) paying the costs of acquiring, purchasing, constructing, improving, renovating, enlarging and equipping property, buildings, structures, facilities, and related infrastructure, for the Water and Wastewater System, (ii) funding capitalized interest for the Bonds, if necessary, (iii) funding the reserve fund requirement for the Bonds, if necessary, (iv) refunding certain outstanding obligations of the City for the purpose of achieving debt service savings, and (v) paying the costs of issuing the Bonds; levying a tax in payment thereof; providing for the award of the sale thereof, in accordance with specified parameters; approving an official statement; approving execution of a purchase contract; and enacting other related provisions.
4. Resolution - Public Health Services: Consider a resolution authorizing the Mayor to execute a Memorandum of Understanding, and all related documents, by and between the City of Lubbock and Plainview Serenity Center, Inc., regarding coordination of referrals with the City of Lubbock Health Department, providing substance abuse services, and co-occurring mental health services.
